CONTRADICTIONS AND ADVANCES IN THE ETHNIC-RACIAL COMPOSITION OF FEDERAL HIGHER EDUCATION INSTITUTIONS (2012-2022): AN ANALYSIS OF QUOTA POLICY AND THE DEMOCRATIZATION OF ACCESS TO PUBLIC HIGHER EDUCATION IN BRAZIL

In this study, we analyzed the results of Law No. 12,711/2012 on the ethnic-racial composition of students at Federal Institutions of Higher Education (Ifes) in Brazil between 2012 and 2022, based on the evolution of enrollment indicators of self-declared black, mixed-race and indigenous students between 2012 and 2022. Documentary in nature, it is based on historical-dialectical materialism, examining the object legal provision research and statistical synopses of higher education produced by the National Institute of Educational Studies and Research Anísio Teixeira (Inep). Although the data used does not allow distinguishing between quota students and non-quota students, they show the increase in the presence of historically excluded groups in Federal Institutions of Higher Education (Ifes), with an increase in federal public enrollment of black, brown and indigenous people from 17.3% to 46.7% in the period analyzed. It is concluded that the Quota Law constitutes a progressive policy that has promoted advances in educational equity. We defend its continuity and recommend the strengthening of complementary academic retention policies, as well as the expansion of discussions on the profile and performance of new entrants, with a view to overcoming historical educational inequalities. In this aspect, the policy constitutes a mechanism for confronting racial inequalities historically produced by structural racism in Brazil, with measurable effects on the ethnic-racial composition of Ifes throughout the decade analyzed.
