THE PERFORMANCE MANAGEMENT PROGRAM AND ELECTRONIC TIME REGISTRATION COEXISTING AT THE FACULTY OF PHYSICAL EDUCATION: TENSIONS, CHOICES AND PLURALITY AT THE FEDERAL UNIVERSITY OF GOIÁS

Abstract

This qualitative case study analyzes the coexistence between the Performance Management Program (PGD) and electronic time registration at the Faculty of Physical Education of the Federal University of Goiás, from the perspective of civil servants who chose to remain in the in-person regime with continuous shifts. Based on documentary and bibliographic research, the study aims to understand the motivations behind this choice and discuss them in light of Weberian bureaucratic theory, Robert Merton's bureaucratic dysfunctions, Victor Thompson's concept of bureaucratopathy, and Ricardo Antunes's sociology of labor. The results indicate that the option for electronic time registration does not reflect mere resistance to change, but a rational choice anchored in the defense of working hours, refusal of function deviation, and preservation of mental health and the public space of the university, while also expressing broader tensions between managerial flexibilization and labor control under contemporary capitalism. It is concluded that the coexistence between the two systems at FEF reveals the plurality of public service and the need to think about work beyond the dichotomy between managerial efficiency and bureaucratic control, adopting a flexible and participatory approach that respects the specificities of units and the individual choices of workers.
