THE FINANCING POLICY OF BRAZILIAN EDUCATION: A HISTORICAL OVERVIEW

Abstract

The objective of this study is to understand public policies for education funding and the application of financial resources originating from the federal government, as well as the management of municipal funds. It is guided by the following question: what resources are allocated to basic education in Brazil, and how are they applied? The theoretical foundation draws on authors such as Pinto (2006), Gadotti (1993), Libâneo (2003), Melchior (1997/2011), Monlevade (1997), Saviani (2008), and Severino (2008), whose contributions support discussions on educational management, public policy, and the democratization of schooling. This qualitative study was conducted through bibliographic and documentary research, analyzing legislation, official reports, and academic publications. The findings reveal that the availability of educational data presents inconsistencies, particularly regarding expenditure records, which highlights the need for increased social oversight, transparency in data disclosure, continuous monitoring, and critical evaluation of the resources allocated to education, ensuring their proper and effective use.
