FROM THE FAMILY ARCHIVE TO THE HISTORY ARCHIVE: IGÍNIA VIVI’S SAFE CONDUCT AND THE CONTROL OF FOREIGNERS IN ESTADO NOVO

Abstract

The research analyzes safe conduct no. 106,804, issued in 1943 in the name of Igínia Vivi, an Italian immigrant residing in the municipality of Pompeia, São Paulo, during the Second World War. This is a documentary research of a historical nature, which takes the safe conduct, preserved in the Barcala family archive, as the main source to examine the forms of control of the circulation of foreigners during the Estado Novo. The study aims to understand how the surveillance and inspection measures instituted by the Brazilian government affected the daily lives of immigrants living in the interior of São Paulo. The analysis links the document with the legislation of the period, the specialized bibliography and other records preserved by the family, allowing the reconstruction of Igínia Vivi's movements between Pompeii and Adamantina in 1943. The results indicate that the movement of foreigners was subject to bureaucratic procedures that required identification, indication of the destination, justification for the trip and police authorization. It is concluded that safe conduct constitutes a relevant source for understanding, on a local scale, the materialization of surveillance and control policies implemented by the Estado Novo.
