THE ACCESS TO INFORMATION LAW IN PRACTICE: AN ANALYSIS OF THE TRANSPARENCY PORTAL OF THE CEARÁ STATE EXECUTIVE BRANCH

Abstract

The enhancement of the right of access to information in the 1988 Federal Constitution and the subsequent publication of the Freedom of Information Act gave new meaning to the duty of transparency in Public Administration, with Transparency Portals standing out as essential tools due to their easy internet access. The present study consists of descriptive research aiming to present and analyze the Transparency Portal of the Executive Branch of the State of Ceará regarding the available information and ease of access. Methodologically, the research adopted a qualitative approach through documentary analysis, conducted via structured navigation in the aforementioned portal to evaluate the sections on civil servants, revenues, expenses, and contracts, in addition to the platform's general usability and data export viability. The results demonstrate that the platform features a simple and functional structure, making data available transparently through tables, charts, and exportable spreadsheets in open formats, although there are occasional limitations in the use of temporal filters. It is concluded that the Executive Branch of Ceará fulfills the duty to implement the transparency required by current federal and state legislation, contributing significantly to participation and social control in Public Administration.
