THE IMPACT OF PUBLIC POLICIES ON THE 2027 ELECTORAL SCENARIO IN ANGOLA: A REFLECTIVE ANALYSIS OF FACTS, COUNTERFACTS AND IMPLICATIONS FOR DEMOCRACY

The study entitled The Impact of Public Policies on the 2027 Electoral Scenario in Angola: A Critical Analysis of Facts, Counterfacts and Implications for Democracy aims to understand how public policies implemented in the pre-election period influence political participation and democratic consolidation. Specifically, it seeks to identify social and economic policies that affect voter behavior, analyze narratives and counter-narratives of the political debate, evaluate the population's perception of the effectiveness of government actions and discuss the effects of these dynamics on strengthening or weakening democratic institutions. The research adopts a qualitative approach, with documentary analysis, observation of secondary data and semi-structured interviews carried out with experts, party representatives, community leaders and voters from different regions. The justification focuses on the need to understand how the relationship between public policies and elections interferes with social trust and institutional legitimacy. The results reveal that, although recognized as instruments of inclusion, many policies are perceived as power strategies, generating tensions between social advances and perceptions of political instrumentalization. It is concluded that public policies can both strengthen democracy, by expanding rights, and weaken it, when used as an electoral resource. Angola's democratic future will depend on society's critical ability to analyze facts and counter-facts and on the government's commitment to the common good.
