ASSET GOVERNANCE IN FEDERAL PUBLIC ADMINISTRATION: SIADS IN LIGHT OF THE PRINCIPLES OF SUSTAINABILITY, EFFICIENCY, AND COST-EFFECTIVENESS

Abstract

This article examines the Integrated Services Administration System (SIADS) within the context of the modernization of the Brazilian Federal Public Administration, focusing on its potential to support asset management practices aligned with the principles of sustainability, efficiency, and cost-effectiveness. The study adopts an exploratory approach, based on a literature review and documentary analysis of legislation, regulations, and institutional publications related to public governance, digital transformation, and public asset management. Its objective is to analyze SIADS as a core government information system within the context of a "new" public governance framework, discussing its potential contribution to planning, control, and decision-making in the management of public assets. The findings suggest that the integration of information, the standardization of procedures, and the availability of managerial data can foster more efficient and sustainable administrative practices, provided that the information generated is appropriately used and supported by consistent organizational processes.
