Abstract

The study aimed to identify the development of health promotion and prevention actions from the users' perspective during the COVID-19 pandemic. The investigation analyzed the understanding and implementation of these actions in the daily practice of Family Health teams in a municipality in the interior of Rio Grande do Sul. This is a qualitative study conducted in the central region of the state. The data were organized considering the teams' connection to the Multiprofessional Residency Program, establishing two categories of analysis: (1) teams connected to the Multiprofessional Residency Program and (2) teams without a teaching-service connection. The analysis was conducted according to Donabedian's health quality assessment model, covering the dimensions of structure, process, and outcome, in order to understand how these aspects manifest themselves in each team. The results indicate that units with teaching-service links, associated with the Multiprofessional Residency, have users with a greater understanding of the role of Primary Health Care in the context of consolidating the Unified Health System. In addition, these units are configured as spaces that enhance the development of health promotion and prevention actions.
