UMA REVISÃO SISTEMÁTICA SOBRE O USO DE TECNOLOGIAS DA INFORMAÇÃO E COMUNICAÇÃO (TIC) PARA A PARTICIPAÇÃO CIDADÃ NA GESTÃO URBANA

As discussões sobre cidades inteligentes e soluções urbanas baseadas em tecnologia têm ganhado importância no âmbito do planejamento e gestão de cidades. No contexto do desenvolvimento tecnológico, é necessário atualizar a participação cidadã, inserindo-a nos avanços contemporâneos e construindo novas estratégias às metodologias tradicionais. Este estudo explora as possibilidades oferecidas à gestão urbana a partir da inserção das Tecnologias da Informação e Comunicação (TIC) e visa, portanto, analisar a produção científica para compreender como as TIC contribuem para o aprimoramento dessa participação. A metodologia é baseada em uma revisão sistemática da literatura com métodos de busca explícitos e sistemáticos nas bases de dados Scopus e Web of Science, além da análise de conteúdo por meio de nuvens de palavras. Os resultados indicam uma produção científica mais proeminente de estudos de caso referentes à administração pública e à avaliação de governo eletrônico e serviços eletrônicos. Os estudos apontam um aumento no uso de mídias sociais, aplicativos e outras plataformas tanto top-down quanto bottom-up, e indica algumas ressalvas e oportunidades para novas pesquisas.
