ADAPTIVE WATER MANAGEMENT: STRATEGIES AND TECHNOLOGIES FOR CLIMATE RESILIENCE IN SEMI-ARID REGIONS

Climate change has intensified water scarcity and increased socio-environmental vulnerabilities, particularly in semi-arid regions, where rainfall variability and ecosystem degradation undermine water security and population well-being. Against this backdrop, adaptive water management has emerged as an innovative paradigm aimed at integrating technology, governance, and sustainability. This article aims to analyze, through a bibliometric review and cluster analysis, the development of scientific research on adaptive water management and its applications in addressing climate-related challenges. The study encompasses national and international publications indexed in the Web of Science between 2014 and 2024, using descriptors related to climate adaptation, technological innovation, and water governance. The results reveal three central research clusters: (i) adaptive governance, grounded in social participation and institutional learning; (ii) technological innovation, with emphasis on nature-based solutions, smart irrigation, and wastewater reuse; and (iii) water justice, encompassing equity, inclusion, and local knowledge. It is concluded that adaptive water management represents a strategic approach to strengthening climate resilience by promoting more integrated and sustainable public policies aimed at the Brazilian semi-arid region.
