Abstract

The incorporation of digital technologies in educational contexts constitutes a complex challenge for public policies in Brazil, especially in municipalities with less favorable socioeconomic indicators. In this scenario, the Giroteca emerges as an innovative initiative: a mobile multimedia library designed to transcend the physical limits of the traditional school library, bringing to schools an integrated collection of books, technological equipment, and proposals for pedagogical activities. Implemented in São Gonçalo do Amarante, Ceará, with the noble objectives of strengthening literacy, promoting digital inclusion, and dynamizing teaching practices, its trajectory reveals, however, a dichotomy between the idealized potential and the challenges of the daily reality of schools. This article, based on qualitative research that used document analysis and field observation, analyzes the processes of use and disuse of the Giroteca, investigating the factors that facilitate or hinder its effective appropriation by the school community. It argues that the Giroteca, as an artifact, does not inherently guarantee innovation; Its effectiveness is mediated by a set of essential conditions, such as supporting infrastructure, contextualized teacher training, intentional pedagogical planning, and committed school management. The results point to an underutilized resource, whose impact is limited by problems of administrative continuity, equipment maintenance, and, above all, by the difficulty of integrating it into the curriculum and teaching practice. The conclusion proposes a set of strategic recommendations aimed at optimizing the project, highlighting the need for a collaborative management model and the strengthening of teacher training as central axes to transform the Giroteca from an available resource into an effective tool for pedagogical transformation.
