DEMOCRATIC SCHOOL MANAGEMENT AND THE TEACHING-LEARNING PROCESS: CHALLENGES, PERSPECTIVES, AND CONTRIBUTIONS TO THE QUALITY OF EDUCATION

Abstract

Democratic school management is a fundamental principle of Brazilian public education, guaranteed by the 1988 Federal Constitution and the National Education Guidelines and Framework Law (LDB). This study analyzes its importance for the teaching-learning process, highlighting the theoretical, legal, and pedagogical foundations that support its implementation. The research demonstrates that democratic management goes beyond the formal compliance with legislation, being characterized as a continuous process of participation, dialogue, autonomy, decentralization, and shared responsibility among school administrators, teachers, students, families, and the school community. The study shows that the performance of democratic school leaders has a direct influence on the organization of the educational environment, teachers' professional development, and the quality of student learning. Participatory leadership fosters the creation of collective decision-making spaces, strengthens the Political-Pedagogical Project (PPP), and increases community involvement in educational processes. Furthermore, the study emphasizes that both initial and continuing professional development for school leaders are essential for developing competencies related to pedagogical leadership, conflict mediation, institutional planning, and participatory management. The findings of the literature review indicate that schools adopting democratic practices achieve greater integration among the different segments of the school community, strengthen a collaborative culture, and provide better conditions for promoting inclusion, equity, and citizenship. However, challenges remain regarding the persistence of centralized management practices, the fragility of participatory mechanisms, and the lack of specific training for school leaders. It is concluded that democratic school management is a strategic element for promoting the social quality of education, contributing to the development of more participatory, inclusive, and socially committed school environments that foster students' holistic development and social transformation.
