JUSTIÇA CLIMÁTICA URBANA: UMA REVISÃO SISTEMÁTICA DAS INIQUIDADES NA DISTRIBUIÇÃO DE SOLUÇÕES BASEADAS NA NATUREZA

As Soluções Baseadas na Natureza (SbN) são cruciais para a adaptação climática urbana, mas sua implementação pode aprofundar desigualdades sociais. Esta revisão sistemática analisa a literatura sobre as iniquidades na distribuição de SbN em cidades. A análise de 87 artigos revela um padrão consistente de 'injustiça verde', onde a infraestrutura ecológica se concentra desproporcionalmente em bairros de maior renda e com população majoritariamente branca. Os mecanismos que impulsionam esta segregação incluem legados históricos, a especulação do mercado imobiliário e políticas de planejamento excludentes. O impacto mais documentado é a 'gentrificação verde', processo que eleva o custo de vida e provoca o deslocamento de comunidades vulneráveis. Conclui-se que, sem a integração deliberada de políticas de justiça social e habitacional, o esverdeamento urbano pode reforçar a exclusão. A criação de cidades sustentáveis deve ser inseparável da busca por equidade.
